When holding mala to recite mantra, can someone advise if we should draw the beads toward the palm of the hand or push the beads out.

Doubt need to be so troublesome, as long it suit you during your reciting.
The link on the right hand side of the blog only refers to brief introduction to Black Tourmaline bracelet. What we are interested in, is the detailed version, similar to one that belongs to the mala, as highlighted in the post.
I hope there would be one available soon.
